The US business community in Cambodia is calling on Washington to intervene over Thailand’s threat to designate Cambodian ports “high risk” and blockade sea shipments, stating it will have a major impact on US families and businesses in Cambodia, as well as violate international laws

US businesses in Cambodia have urged Washington to act over a Thai military threat to designate Cambodian ports “high risk” and “block sea shipments”, warning of severe impacts on US families and businesses in Cambodia, with the AmCham President cautioning that obstructing the US-Cambodia shipping would violate international law.

A statement submitted to Bridgette Walker, Chargé d'Affaires at US Embassy in Cambodia, on December 15, raises grave concerns over Thai military statements on December 14 that threaten to designate Cambodian ports as “high-risk” and to “blockade sea-borne shipments of fuel and other goods”.

“A blockade of fuel would have devastating consequences for the American families and businesses in Cambodia. American businesses would close and American families would face challenges in meeting basic daily transportation and energy needs, including for schools and medical treatment,” it said.

AmCham stated that most trade between the US and Cambodia is by sea freight. Therefore, it added that designating Cambodian ports as “high-risk” will make insurance and shipment costs unaffordable, devastating the growing trade between the US and Cambodia.

“It will also push into poverty more than one million of the poorest, most vulnerable manufacturing workers,” a statement said, emphasising that the Thai threats to Cambodian ports and fuel shipments are “an unnecessary and cruel escalation of the conflict”, placing immense suffering on the civilian population.

Casey Barnett, President of AmCham Cambodia, said,

He added that if put in place, the move would constitute an attack on civilians and a serious escalation of the conflict.

On December 14, Captain Nara Khunkothom, Assistant Spokesperson of the Royal Thai Navy, made the announcement at the Joint Thailand-Cambodian Border Situation Press Centre at Army TV. He described Thai military proposals to block and monitor shipments of fuel and other supplies to Cambodia, as well as to declare the territorial waters around Cambodian ports as "high-risk".

According to the AmCham statement, there are approximately 865 American-owned businesses registered in Cambodia. Hundreds more work with Cambodian manufacturers to produce goods for American brands. These companies represent billions of dollars of US investment in Cambodia, providing high-quality, affordable goods and services to both Cambodian and American families and consumers.

It noted that US-Cambodia relations have grown dramatically stronger in recent years, especially in 2025 with the signing of the Agreement on Reciprocal Trade.

According to Cambodia’s Department of Customs and Excise, from January to November 2025, Cambodia exported about $11.5 billion worth of goods to the US, while importing about $367 billion worth. That saw bilateral trade hit $11.8 billion, an increase of 27.7 percent compared to the same period last year.
