26 ก.ค. 68 สมัชชาคนจน แถลงการณ์ ต่อต้านลัทธิชาตินิยมสุดโต่ง รัฐต้องมีการเจรจาให้ยุติสงครามไทย-กัมพูชาโดยเร็ว

จากสถานการณ์เกิดเหตุปะทะระหว่างทหารไทย-ทหารกัมพูชา บริเวณพื้นที่ใกล้กับปราสาทตาเมือนธม อำเภอพนงดงรัก จังหวัดสุรินทร์ ตั้งแต่เช้าวันที่ 24 กรกฎาคม 2568 และทวีความรุนแรงมาจนถึงปัจจุบัน ส่งผลให้บ้านเรือนประชาชนเสียหาย มีผู้เสียชีวิตและประชาชนต้องอพยพออกจากพื้นที่กว่า 100,000 คน ตามที่ปรากฏหน้าสื่อ ตลอดจนนำไปสู่กระแสปลุกปั่นความเกลียดชังแรงงานกัมพูชาในประเทศไทย

สมัชชาคนจนขอแสดงความเสียใจอย่างสุดซึ้งต่อความสูญเสียที่เกิดขึ้นและประณามความรุนแรงใดๆที่เกิดขึ้นอันถือเป็นอาชญากรรมสงครามและการกระทำที่ไร้มนุษยธรรมที่ส่งผลกระทบต่อประชาชนผู้บริสุทธิ์ไม่ว่าจากฝ่ายใดก็ตาม โดยเฉพาะอย่างยิ่งการโจมตีโรงพยาบาลพนมดงรัก จังหวัดสุรินทร์ ส่งผลให้มีประชาชนได้รับบาดเจ็บหลายราย ซึ่งละเมิดต่ออนุสัญญาเจนีวาฉบับที่ 4 เกี่ยวกับการคุ้มครองบุคคลพลเรือนในเวลาสงคราม ค.ศ. 1949 (พ.ศ.2492) ระบุไว้ในข้อ 18 โดยสรุปว่า “โรงพยาบาลฝ่ายพลเรือนที่ได้จัดตั้งขึ้นเพื่อดูแลรักษาผู้บาดเจ็บและป่วยไข้ ผู้ทุพพลภาพและสตรีที่คลอดบุตรนั้น ห้ามมิให้ใช้เป็นจุดแห่งการโจมตีไม่ว่าในพฤติการณ์ใดๆ...”

ทั้งนี้เหตุการณ์ดังกล่าวได้เกิดการยุยงปลุกปั่นความขัดแย้งและความรุนแรงเป็นระยะเวลาต่อเนื่องกว่า 2 เดือน นับตั้งแต่เหตุการปะทะกันบริเวณพื้นที่อ้างสิทธิ์ บริเวณช่องบก จ.อุบลราชธานี ตั้งแต่วันที่ 28 พฤษภาคม 2568 ซึ่งเป็นพื้นที่ที่ยังไม่ได้มีการแบ่งเขตแดนอย่างเป็นทางการระหว่างประเทศไทยและกัมพูชาและอ้างสิทธิ์ทับซ้อนกันมาโดยตลอด ไม่เพียงแต่สะท้อนเรื่องอำนาจอธิปไตย แต่ยังสะท้อนถึงลัทธิชาตินิยมสุดโต่งที่ถูกใช้เป็นเครื่องมือทางการเมืองของชนชั้นนำ

เราจึงประกาศจุดยืนต่อต้านลัทธิชาตินิยมสุดโต่ง ลัทธินิยมทหาร ที่ทำให้รัฐหันหลังให้กับประชาชนและใช้ความกลัว ความเกลียดชัง การสูญเสียเป็นเครื่องมือทางการเมือง นอกจากนี้การสนับสนุนลัทธิชาตินิยมสุดโต่ง และการใช้กำลังกองทหารไม่เพียงแต่ส่งผลให้ทำลายสันติภาพ แต่ยังเกิดวิกฤตทางสังคม เศรษฐกิจ วิกฤตทางอาหาร อีกทั้งผู้คนต้องพลัดพราก ซึ่งผู้ได้รับผลกระทบหาใช่ชนชั้นนำไม่ แต่หากเป็นเพียงสามัญชนชนชั้นรากหญ้า

สมัชชาคนจนขอเรียกร้องให้:
1. ยุติกระแสชาตินิยมสุดโต่งที่ปลุกปั่นความเกลียดชังข้ามพรมแดน
2. ยุติการใช้กำลังทหารและความรุนแรงในพื้นที่ชายแดน และเรียกร้องให้ถอนกองกำลังทหารออกจากนอกพื้นที่
3. ต่อต้านการทำร้ายแรงงานกัมพูชาในประเทศไทย และให้หลักประกันความปลอดภัยอย่างไม่เลือกปฏิบัติ
4. เรียกร้องให้รัฐบาลดำเนินมาตรการทางการฑูตที่เข้มแข็ง ทันต่อสถานการณ์และหาทางยุติการรบให้ได้โดยเร็ว ประชาธิปไตยที่กินได้ การเมืองที่เห็นหัวคนจน

Statement of Assembly of the Poor We Denounce Ultra Patriotism

We call for Thai Government to quickly negotiate to stop Thai – Cambodian Battle
The crash between Thai and Cambodian troops around Ta Muen Thom Temple, Phanom Dongrak District in Surin province started in the morning of July 24, 2025 and accelerated until now. It is reported that the battle results in damages of civilians’ houses, loss of lives and displacement of more than 100,000 local people. It is stirring up hatred and hostility against Cambodian migrant workers in Thailand.

Assembly of the Poor hereby express our deepest sorrow to the loss. We denounce the violence that are, to us, war crime and inhumane actions against the civilian people regardless of the country they belong. Particularly, the attack on Phanom Dongrak Hospital in Surin province, causing many injured people, is the violation against the Article 18 of the 1949 Fourth Geneva Convention Relative to the Protection of Civilian Persons in Time of War, stipulating that “Civilian hospitals organized to give care to the wounded and sick, the infirm and maternity cases, may in no circumstances be the object of attack, …”

The Thai-Cambodian tension has developed incitement, provocation and violence for more than 2 months, since the fight in the Chong Bok Pass in Ubon Ratchathani province on May 28, 2025. Due to the absence the official demarcation of the national border, both Thailand and Cambodia have claimed the land. Such confrontation is not only the issue of sovereignty. It is also politically instrumentalized to promote the ultra-patriotism by the ruling elites.

We, Assembly of the Poor, declare that we resist the ultra-patriotism and militarism that makes the states turn their back on people, while manipulating fear, hatred and loss as their political instruments. Furthermore, upholding the ultra-patriotism and militarism brings about the destruction of peace as well as multiple crises, such as social crisis, economic crisis, food crisis and dispersion. These impacts do not fall on the ruling elites. It is the grassroots, the common people who suffer.

Hence, we, Assembly of the Poor, call for
1.​ the stop of the ultra-patriotism that is stirring up hatred and hostility across border.
2. ​the stop of the use of armed troops and violences in the border areas and the removal of the armed troops out of the conflict areas.
3. ​the resistance against the attack on the Cambodian migrant workers in Thailand. Their safety must be guaranteed without discrimination.
4. ​the government must implement the strong and timely diplomatic measures in order to quickly stop the battle.
Democracy where People can Eat, Politics where the Poor Matter.
